Transfer of Developmental RightsTransfer of Development Rights (TDR) and Transfer of Development Credits (TDC) are market-based tools that allow development rights to be voluntarily transferred from one parcel to another. Communities sometimes use a TDR or TDC to transfer growth from and area they would not like to see developed, or a “sending area” to areas where they would like to encourage growth, or “receiving areas.” A TDR can conserve forest and habitat by transferring development from these environmentally sensitive or working landscapes to zones that are closer to municipal services or clustered for more efficient delivery of infrastructure services. |
