Energy Policy Resources Sierra Nevada Energy Watch will assist local jurisdictions in creating energy elements for General Plans, or to create complete energy policies for an Energy Plan. In addition, below you will find a list of resources, guides and sample language for energy elements.
Reports and Model Language for Energy Elements
California Air Pollution Control Officers Association (CAPCOA)- Model Policies for Greenhouse Gases in General Plans See page 57 for a description of opportunities for reducing GHG emissions using an energy element of a general plan. See Chapter 6 for model policies to reduce GHG emissions, including sample language for an energy efficiency element on pages 90-93.
